IRCC Invites More CEC Candidates in Express Entry Draw

Immigration, Refugees and Citizenship Canada (IRCC) has conducted another Express Entry draw, issuing 4,000 Invitations to Apply (ITAs) under the Canadian Experience Class (CEC).

To be eligible for this round, candidates needed a minimum Comprehensive Ranking System (CRS) score of 521 and must have created their Express Entry profile on or before November 14, 2024, at 2:52:14 am UTC.

This marks the second Express Entry draw of the week, following a Provincial Nominee Program (PNP) draw on February 4, where 455 candidates from enhanced PNP streams were invited.

Express Entry Trends and Future Invitations

In January, IRCC issued a total of 5,821 ITAs across the Canadian Experience Class (CEC) and enhanced PNP streams. Based on Canada’s Immigration Levels Plan, most ITAs throughout 2025 are expected to focus on:

  • CEC and PNP candidates through the newly introduced “In-Canada Focus” category
  • Category-based selection candidates in priority sectors, including healthcare, trades, and those with strong French-language proficiency under the “Federal Economic Priorities” category

IRCC aims to welcome over 124,000 new permanent residents through these pathways in 2025, continuing the trend set in the latter half of 2024.

Overview of Express Entry and PNPs

Canada’s immigration system operates at both federal and provincial levels. While the federal government manages Express Entry, provinces run their own Provincial Nominee Programs (PNPs) to address local labor market needs.

Express Entry includes three key programs:

  • Canadian Experience Class (CEC)
  • Federal Skilled Worker Program (FSWP)
  • Federal Skilled Trades Program (FSTP)

PNPs, on the other hand, are divided into two types:

  • Base PNPs: Candidates apply directly to a province, receive a nomination, and then submit a permanent residence application to IRCC.
  • Enhanced PNPs: Candidates in the Express Entry pool can be nominated by a province, receiving an additional 600 CRS points, which significantly increases their chances of receiving an ITA in a subsequent draw.

By aligning immigration targets with economic needs, Canada continues to prioritize skilled workers, ensuring a steady influx of newcomers through both federal and provincial pathways.
