Yukon Announces More Permanent Residence Nominations

The Yukon government has confirmed that it will receive 67 extra nomination spaces under the Yukon Nominee Program (YNP) this year. With this addition, the territory now has a total of 282 nominations available for 2025, compared to the original 215 allocated by the federal government after nationwide reductions to Provincial Nominee Program (PNP) quotas.

The announcement was published on August 21, 2025, on the Government of Yukon’s official website. According to the update, the territory currently has 80 new Invitations to Apply (ITAs) to issue in August. This number reflects previously processed carry-over applications, ITAs already sent, and 13 ITA withdrawals.

Yukon’s Advocacy for Employers

Throughout 2025, Yukon officials have consistently pressed for more nomination spaces to help meet the needs of local employers. Earlier this year, in March, the YNP introduced an Expression of Interest (EOI) system. Within weeks, over 500 submissions were received from employers seeking to nominate foreign workers.

The EOI intake ran from March 31 to April 22, and once it closed, the territory began selecting employers who nominated candidates that matched Yukon’s key priorities. 

These include:

  • Foreign nationals who have worked and lived in Yukon for at least one year.
  • Graduates from Yukon post-secondary institutions.
  • French-speaking applicants (Francophones).
  • Workers supported through a Temporary Measure Letter of Support, allowing them to obtain a special Yukon work permit.

Nearly 400 submissions met these targeted categories, demonstrating high interest in immigration opportunities through the territory.

ITAs Issued in 2025

From the beginning of the year up to January 22, 54 carry-over applications from 2024 were finalized, leaving Yukon with 161 nominations at that time. Later, between May 23 and May 27, the YNP issued 153 ITAs, which included:

  • 19 Temporary Measure Letter of Support cases carried over from 2024.
  • 54 Temporary Measure Letter of Support cases submitted in 2025.
  • 78 applicants who matched Yukon’s other immigration priorities, such as Francophone candidates and local graduates.
  • 2 professionals in regulated healthcare roles.

However, 13 of these invitations were later withdrawn, leaving 80 still available. Additionally, the territory has reserved 10 nomination spaces specifically for healthcare professionals until September 20, 2025. Employers looking to fill these positions can apply directly to the YNP during this time.

About the Yukon Nominee Program

The YNP allows Yukon employers to nominate skilled workers for permanent residence in Canada. To qualify, candidates must have a permanent, full-time job offer from an eligible employer and meet the specific requirements of the stream they apply under.

The program has four streams:

  • Critical Impact Worker Stream (for TEER 4 or 5 job offers).
  • Skilled Worker Stream (for TEER 0, 1, 2, or 3 job offers).
  • Express Entry Stream (for candidates already in the federal Express Entry pool).
  • Yukon Community Program Pilot (now closed).

Employers submit an EOI during open intake periods. After selection, successful employers receive an ITA, which allows them to submit a full nomination application. If approved, the candidate and employer sign a Tri-Partite Agreement with the Government of Yukon. 

With this agreement, the nominee can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence within six months. For entrepreneurs, the Yukon Business Nominee Program also offers a pathway to settlement, though it operates under separate requirements.
