Residents of Quebec can no longer submit new sponsorship undertakings for their parents, grandparents, or certain other relatives, as the province has officially reached its cap.
According to the Ministry of Immigration, Francisation and Integration (MIFI), the cap was reached on July 22, 2025, and will remain in effect until June 25, 2026. This limit was originally announced on June 26, 2024.
Any sponsorship undertakings submitted beyond the cap during this period will not be processed. Instead, these applications will be returned and all fees refunded.
The total cap for family sponsorship undertakings was set at 13,000 applications:
- 10,400 for spouses, common-law partners, and adult dependent children
- 2,600 for parents, grandparents, and certain other relatives
The quota of 10,400 for sponsoring spouses and adult dependent children was already met earlier, on July 9, 2025.
However, not all categories are affected by the cap. Applications to sponsor:
- Dependent children under the age of 18
- Adult children with a disability that makes them dependent
are exempt from the cap. Also, sponsors can still add eligible dependents to applications that are already in process.
In Quebec, submitting a sponsorship undertaking to the provincial government is a required step for anyone looking to sponsor a relative for Canadian permanent residency. This process is necessary to obtain the Quebec Selection Certificate (CSQ), a key requirement for foreign nationals planning to settle in the province.
This announcement from Quebec comes just as the federal Parents and Grandparents Program (PGP) prepares to send out its next round of invitations. The federal government will begin issuing invitations by lottery from July 28, 2025, over a two-week period. These invitations will go to individuals who submitted interest to sponsor forms during the 2020 intake.
