On July 10, the Office of Immigration and Multiculturalism (OIM) of Newfoundland and Labrador issued over 300 invitations to apply (ITAs) to foreign nationals for provincial immigration. These invitations were sent under two major programs:
- Newfoundland and Labrador Provincial Nominee Program (NLPNP)
- Atlantic Immigration Program (AIP)
Breakdown of Invitations
A total of 359 invitations were sent out:
- 300 through NLPNP
- 59 through AIP
Eligibility Criteria
To receive an invitation, candidates needed to meet the following requirements:
- Have a job or valid job offer in Newfoundland and Labrador
- Possess an employer invitation code (only if required)
Note:
Candidates who already have valid work authorization in Canada do not need an employer invitation code under the NLPNP. However, employer codes are required for:
- Candidates needing a job vacancy assessment
- All applicants under the AIP
Any Expression of Interest (EOI) that does not include employment details or the required code will not be considered for an ITA.
Focus on In-Demand Occupations
The province selects candidates whose EOI profiles match current labour market needs and economic priorities. OIM has published a list of priority occupations that are exempt from labour market testing and get preference under both programs.

- Physicians (various specialties)
- Nurse Practitioners
- Licensed Practical Nurses
- Personal Care Attendants
- Clinical Psychologists
- Radiation Therapists
- Medical Physicists
- Dosimetrists
Information and Communications Technology (ICT) – Engineers & Developers:
- Software Developers
- UI/UX Developers
- AI Developers
- Electrical Engineers
- Biomedical Engineers
- Mechanical Engineers
- Web Developers
- Python Developers
- .NET Developers
- Infrastructure Engineers
ICT – Technical Specialists:
- Security Specialists
- Cloud Specialists
- Bioinformaticians
- Data Analysts
- Computer Network Support
- Offshore Technicians
- ROV Operators
- Ocean Mapping Specialists
- Technical Writers
- Research Associates
Aquaculture Sector:
- Captains (with FM4 certification)
- Facility Technicians
- Cage Site Technicians
- Area Managers
- Assistant Managers
- Farming and Feeding Managers
- Site Managers (with water quality knowledge)
