Quebec Invites Over 200 Candidates for Provincial Immigration

On August 28, the Quebec Ministry of Immigration, Francization and Integration (MIFI) invited 231 candidates to apply for a Quebec Selection Certificate (CSQ) under the Skilled Worker Selection Program (PSTQ).

The invitations were issued through two program streams, one for highly qualified professionals and another for individuals with exceptional talent.

August 28 Draw Highlights

The draw focused on Stream 1 (Highly Qualified and Specialized Skills) and Stream 4 (Exceptional Talent).

Stream 1: Highly Qualified and Specialized Skills

  • 227 candidates were invited.
  • Eligible candidates were required to:
    • Already live in Quebec.
    • Hold a recognized Quebec diploma (university, college, or vocational).
    • Meet study requirements: at least 30 university credits or a 900-hour vocational program.
    • Score a minimum of 760 points on Quebec’s selection grid.
  • Candidates also needed to fulfill other eligibility conditions of Stream 1.

Stream 4: Exceptional Talent

  • Four candidates received invitations.
  • Eligible candidates were required to:
    • Hold a PhD.
    • Have at least three years of recent work experience in their main profession.
  • They also needed to meet Stream 4’s additional eligibility criteria.

Quebec Immigration Policy Updates

Earlier this year, Quebec’s Immigration Minister, Jean-François Roberge, announced new guidelines for the province’s immigration system over the next four years.

Measures Already Implemented:

  • Suspension of applications under the Quebec Experience Program (PEQ) – Workers pathway until November 30, 2025.
  • Extension of the suspension of PEQ – Diplômes until November 30, 2025.
  • Reopening of the PSTQ in July 2025.
  • Suspension of intake for the Program for Refugees Abroad (Collective Sponsorship) until December 31, 2027.

Proposed Measures Under Consultation:

  • Setting annual targets for temporary resident levels, including a planned reduction in numbers.
  • Reducing temporary foreign workers in Quebec from 72,000 to 65,000 within four years.
  • Cutting the number of temporary foreign workers in Montreal by 50%.
  • Giving preference to existing temporary residents in Quebec for permanent residency.
  • Requiring foreign workers to meet minimum French language standards to renew their permits.

The proposals were open for public consultation until August 15, 2025. The final immigration levels plan is expected in October 2025.
