Newfoundland and Labrador has conducted its second round of invitations through its newly launched Expression of Interest (EOI) system, aimed at managing applications for the Provincial Nominee Program (PNP) and the Atlantic Immigration Program (AIP).
The province officially transitioned to the EOI-based intake system for both programs on February 19, 2025. The most recent invitation rounds were held on May 8, following an earlier draw on April 3, when 256 Invitations to Apply (ITAs) were issued.

Immigration Allocation Update
In 2025, Newfoundland and Labrador like many other provinces saw its federal allocation for provincial nominations cut in half. However, after negotiations with the federal government, the province successfully secured an additional 1,000 spots under the economic immigration category. This brings its total nomination allocation for the year to 2,525.
How the New EOI System Works
The newly introduced EOI system adds an extra step to the application process. Individuals interested in immigrating to Newfoundland and Labrador must first create an account on the province’s Immigration Accelerator portal and submit an Expression of Interest.
Once submitted, EOIs remain valid in the system for 12 months. If a candidate is selected and receives an ITA, they can then proceed to submit a complete application under the Newfoundland and Labrador Provincial Nominee Program (NLPNP), or their employer must apply on their behalf for the AIP stream.
Applicants and employers are given 60 days to submit the full application after receiving an ITA. It’s important to note that an ITA does not guarantee permanent residence. All candidates must still meet program requirements and be deemed admissible to Canada.
Important Notes for Applicants
Previously, candidates could apply directly to provincial immigration programs. Now, with the new system in place, foreign nationals residing outside of Canada and applying under AIP or NLPNP must first receive an invite code from their prospective employer, which must be included in their EOI submission.
However, applicants who already have valid temporary resident status in Canada and are applying under the NLPNP are exempt from needing an invite code.
