What Is the RCIP and Why North Bay?
Located in Northeastern Ontario, North Bay is one of 14 communities participating in the RCIP. The pilot program covers the Nipissing District, Parry Sound District, and the Town of Latchford, offering job-seeking newcomers an opportunity to settle and contribute to smaller Canadian communities that need skilled workers.
The RCIP is employer-driven, meaning applicants must secure a valid job offer from one of North Bay’s designated employers to qualify. This makes it a practical and employment-focused route to Canadian permanent residence (PR).

Who Can Apply Under North Bay’s RCIP?
To be eligible, candidates must have:
- A job offer from a designated employer in the region
- A role that falls under North Bay’s priority occupations list
- The required education, work experience, language skills, and proof of settlement funds
Community Recommendation Is a Must
Before applying for PR through Immigration, Refugees and Citizenship Canada (IRCC), candidates must first receive a community recommendation. This requires the employer to submit an application during North Bay’s monthly intake period, usually held in the last week of each month.
Once the recommendation is approved, the candidate receives a recommendation certificate, which can be used to officially apply for PR with IRCC.
Work While You Wait
Applicants don’t have to wait idle. While their PR application is under review, they can also apply for a work permit, allowing them to begin their Canadian journey sooner.
