Immigration, Refugees and Citizenship Canada (IRCC) has conducted another Express Entry draw, issuing 500 Invitations to Apply (ITAs) to Canadian Experience Class (CEC) candidates.
To be eligible for this round of invitations, candidates were required to have a minimum Comprehensive Ranking System (CRS) score of 547. Additionally, they needed to have submitted their Express Entry profile before 5:26 p.m. UTC on May 21, 2024.

This latest draw marks the fourth round of invitations in May. It follows earlier selections held this month for healthcare and education-focused candidates through category-based draws, as well as a draw targeting candidates under the Provincial Nominee Program (PNP).
With this round, the total number of ITAs issued in 2025 through the Express Entry system has reached 34,440. This year, the majority of draws have concentrated on PNP candidates, while others have prioritized applicants from the Canadian Experience Class, individuals with strong French-language abilities, and candidates from specific occupational categories identified as priorities by IRCC.

Transition to New Immigration Leadership
Today’s draw is notable as the final Express Entry selection under the leadership of outgoing Immigration Minister Rachel Bendayan. Going forward, draws will be overseen by Canada’s newly appointed Minister of Immigration, Lena Metlege Diab.
Minister Diab’s appointment, announced on May 13, comes as part of a broader cabinet reshuffle by Prime Minister Mark Carney. Her leadership is expected to shape the future direction of Canadian immigration policy.
Among the key goals previously outlined by Prime Minister Carney are:
- Maintaining new PR intake at 1% of Canada’s population by 2027;
- Increasing the number of French-speaking immigrants;
- Overhauling the Global Talent Stream to better attract high-skilled professionals;
- Reducing the number of temporary residents, including work and study permit holders.
