Immigration, Refugees and Citizenship Canada (IRCC) has conducted another round of invitations under the Express Entry system, focusing exclusively on candidates nominated through a Provincial Nominee Program (PNP).
A total of 421 Invitations to Apply (ITAs) were issued in this draw. To be eligible, candidates needed a minimum Comprehensive Ranking System (CRS) score of 727 and must have submitted their Express Entry profile before 5:11 PM UTC on September 9, 2024. This is the second Express Entry draw in April, following another PNP-specific draw held on April 14.

So far this year, IRCC has sent out 31,929 ITAs through various Express Entry draws. The recent trend has shown a clear preference for PNP candidates, with no other Express Entry categories being targeted in April.
This ongoing focus has impacted applicants in the Canadian Experience Class (CEC), who haven’t seen a draw for their category since February 5, 2025. Additionally, IRCC has not yet conducted any category-based draws in 2025 except for those with French-language proficiency.
Despite the current emphasis on PNP applicants, IRCC has reaffirmed its commitment to selecting candidates from the CEC stream and other priority categories in the months ahead.
According to Canada’s 2025–2027 Immigration Levels Plan, the government aims to welcome 395,000 new permanent residents in 2025. Out of this, 232,150 spots are allocated for economic immigration programs, which include Express Entry.
Can Your Family Join You if You Are Invited Through Express Entry? Yes. If you are granted permanent residence through Express Entry, you can include your spouse or common-law partner, as well as your dependent children, in your application.
IRCC also allows the inclusion of your partner’s dependent children and their children, if applicable. If your application is approved, all accompanying family members will be granted permanent residence as well.
A dependent child is defined by IRCC as someone who is:
- Under 22 years of age and not married or in a common-law relationship; or
- Aged 22 or older but has depended on parents financially since before turning 22 due to a physical or mental condition.
Beyond this, permanent residents and Canadian citizens can also sponsor their parents or grandparents under the Parents and Grandparents Program (PGP). Alternatively, loved ones can visit Canada through the Super Visa, which allows for extended stays.
