This week, Manitoba carried out another round of selections under the Manitoba Provincial Nominee Program (MPNP), inviting thousands of skilled workers and graduates to apply for a provincial nomination.
The invitations were issued through three pathways of the program: the International Education Stream, the Skilled Worker in Manitoba stream, and the Skilled Worker Overseas stream, which included candidates identified through strategic recruitment initiatives.
Results of MPNP Draw #253
On September 4, 2025, the province issued a total of 3,347 Letters of Advice to Apply (LAAs). The invitations were distributed as follows:

Strategic Recruitment Initiatives
Within the Skilled Worker stream, invitations were extended to candidates who took part in strategic recruitment initiatives. Here is the breakdown:

Special Selection for Citizens of Ukraine
A separate draw was also conducted through the Skilled Worker in Manitoba stream, targeting applicants who identified as citizens of Ukraine and met the eligibility requirements.
International Education Stream
Candidates invited under this stream were assessed on the basis of their eligibility for Manitoba’s International Education pathway.
Out of the total invitations, 415 LAAs were issued to candidates who had valid Express Entry profile numbers and job seeker validation codes.
Why Some Eligible Candidates May Not Receive Invitations
The MPNP clarified that even if a candidate meets the required cut-off score, they may still not receive an invitation due to reasons such as:
- Submitting an Expression of Interest (EOI) without a valid language test number, or using expired language test results.
- Indicating a direct invitation through a strategic recruitment initiative but failing to provide the correct invitation number.
Understanding Strategic Recruitment Initiatives
Strategic recruitment initiatives allow Manitoba to directly invite skilled individuals who can address labour shortages in the province. These initiatives are often led by employers or community groups and help fill positions that local businesses struggle to hire for.
Employers must meet specific requirements before recommending international candidates. On the other hand, candidates must demonstrate qualifications such as language ability, relevant work experience, education, and age compatibility.
The MPNP also evaluates whether a candidate has strong ties to another province or territory in Canada. If such ties raise concerns that the candidate may not settle in Manitoba, the province reserves the right to refuse the application. Each application is reviewed on a case-by-case basis.
